How many workers

PAYG (Pay-As-You-Go) pension systems fund current retirees from active workers' contributions. When the ratio falls below 2:1, the system becomes structurally unfinanceable — without reform.

Longer life —
but how much does it solve?

Rising life expectancy partly mitigates, partly masks the demographic challenge. A flexible retirement age would significantly improve the dependency ratio — but there are four things longer life does not solve.

A flexible retirement age can improve the dependency ratio by ~0.8–1.2 points. Sweden, the Netherlands, and Denmark already use life expectancy-indexed retirement ages.

Dementia grows exponentially above 65. Roughly half of extra life years are spent in illness. TFR is not improving. The inequality: manual workers live the shortest.

The question, questioned

What if this isn't a
catastrophe?

Every chart above is real. But the word wrapped around them — "crisis," "catastrophe," "collapse" — is a choice, not a fact. A shrinking or stabilising population is a catastrophe against one assumption only: that the economy must grow forever, and needs ever more people to do it.

Drop that assumption, and the picture turns. Fewer people can mean less pressure on water, land, housing and climate — the very limits the rest of this site is about. The real challenge isn't the number falling. It's that our institutions — pensions, care, work, growth itself — were all built for a pyramid that no longer exists.

So the panicked question — "why aren't you having more children?" — is the wrong one. It puts a civilisational adjustment on the shoulders of individuals as a moral failing. Birth rates barely respond to guilt, slogans or policy. The honest question is bigger: how do we rewrite the idea of "dependency" before the old system breaks?

This is an open research question, not a settled answer — and it's exactly the kind the Institute exists for: redesigning how a society stays functional when its shape changes for good.

What you can do

Stay on the
active side.

If the real problem is the ratio — how many active people support each dependent one — then the most useful thing you can do has nothing to do with birth rates. It's to stay on the active side of that ratio for as long as possible. And here the data is brutal:

~9–10
years. The global gap between how long we live (~73) and how long we live in good health (~64). That's roughly a decade lived in illness at the end — and the gap is widening, not shrinking. Chronic, largely preventable disease drives 71% of deaths worldwide.

Compress the gap, don't just extend life. The goal isn't more years — it's more healthy years. Every year you stay mobile, sharp and self-sufficient is a year you're supporting the ratio instead of weighing on it. That's the single demographic lever genuinely in your hands.

The levers are unglamorous and well-evidenced. Strength and movement into old age, sleep, staying socially connected, catching chronic conditions early. None of it is news — but it's measured, not guessed, and it compounds over decades.

Reframe what "ageing society" asks of you. Not "have more children to outnumber the old." Rather: "be the kind of older person the system can lean on, not just carry." A society of active 70-year-olds is a fundamentally different equation from one of dependent ones — even with identical birth rates.
